As of June 9th, Towards an International Platform for Ocean Sustainability (IPOS) is thrilled to announce the opening of applications for its Action Request and Rapid Response services. This marks a major milestone in the evolution of IPOS, as it moves into an ambitious two-year ramp up phase following its anticipated launch at the UN Ocean Conference (UNOC-3) in June 2025.
Up to 10 service requests will be selected over two years and rolled out during this period, empowering States and groups of States to tackle some of the most pressing and persistent ocean sustainability and equity challenges. These real-world pilots will help refine IPOS’ services and governance model, laying the groundwork for a bold, global launch in 2027.
Selected requests will reflect a careful balance across:
(i) diverse geographic regions,
(ii) a mix of development contexts, and
(iii) a wide spectrum of themes under the Sustainable Development Goals (SDGs), the Kunming-Montreal Global Biodiversity Framework (GBF), and the Biodiversity Beyond National Jurisdiction (BBNJ) Agreement.
All UN Member States are encouraged to apply, with a special emphasis on engaging the Global South to ensure IPOS delivers meaningful, context-responsive solutions to a wide variety of policy and knowledge systems.
Applications will be reviewed by an interdisciplinary panel of experts and Towards IPOS partners. Proposals will be evaluated based on:
(i) relevance to existing international ocean commitments,
(ii) urgency of the issue,
(iii) potential environmental and socioeconomic impact, and
(iv) feasibility within the test phase timeline.
This ramp up phase is a unique opportunity for learning by doing—a collaborative effort to co-design and fine-tune the IPOS approach through hands-on engagement with participating States, stakeholders and knowledge-holders, with no financial obligation.
How to Apply
Beginning June 9th, submission forms for both Action Requests and Rapid Responses will be available on the Towards IPOS website. The deadline to apply is August 31st, 2025.
